Heat olive oil in a large skillet over medium heat. Add ground beef and cook until cooked through and browned. Add garlic powder and season to taste.
Stir in tomato sauce and beef broth. Add pasta shells, cover, and cook until tender and sauce has thickened, about 8 minutes.
Stir in heavy cream.
Remove from heat and stir in cheddar cheese. Garnish with fresh parsley and serve.
